Moscow:

President Vladimir Putin on Friday called for an agreement between Russia and the United States to guarantee not to engage in cyber-meddling in each other’s elections.

In a statement ahead of the US presidential election on November 3, Putin called for a reset between Russia and the United States and said he wanted an agreement between the two countries to prevent incidents in cyberspace.

“(I propose) … the exchange of guarantees of non-interference in the internal affairs of each, including electoral processes, including the use of information and communication technologies and high methods technology, ”he said.

Moscow’s relations with Washington are at post-Cold War lows ahead of elections.

U.S. intelligence agencies have concluded that Russia intervened in the 2016 U.S. presidential election in an attempt to tip it in favor of Donald Trump, including by hacking the campaign of rival Hillary Clinton. Moscow denies this accusation.

Trump is currently campaigning for re-election against Democrat Joe Biden.

“One of the main strategic challenges of our time is the risk of a large-scale confrontation in the digital sphere,” Putin said in the Kremlin statement.

“We would once again like to appeal to the United States with a proposal to approve a comprehensive program of practical measures to reset our relationship in the use of information and communication technologies (ICT).”

He proposed that the two countries come to an agreement to prevent major cyberspace incidents, which he compared to a 1972 US-Soviet treaty reached at the height of the Cold War to prevent incidents at sea from escalating. and in the air.

He also called on the two countries to fully restore lines of communication between their respective agencies to discuss key international information on security issues.

Russia has denied attempting to interfere with the 2020 U.S. campaign, despite evidence to the contrary.

Microsoft said two weeks ago that hackers linked to Russia, China and Iran were trying to spy on people linked to both Trump and Biden. Russia and China have dismissed the claims.

Reuters reported on September 9 that Microsoft alerted one of Biden’s main campaign consulting firms that it had been targeted by suspected Russian state-backed hackers. The Kremlin called the report “nonsense”.
