President Donald Trump said on Friday that the United States would restrict Chinese students and begin to reverse Hong Kong’s special status in customs and other areas, while Beijing was imposing controversial security law.

Trump said the Chinese government “is lowering the city’s long standing and very proud status.”

“This is a tragedy for the people of Hong Kong, the Chinese people and, in fact, the world,” Trump told reporters.

Secretary of State Mike Pompeo told Congress on Wednesday that the Trump administration would no longer consider Hong Kong separate under US law, but did not specify the consequences.

Trump was also light on details, but said, “I ask my administration to begin the process of eliminating the policy that gives Hong Kong different and special treatment.”

“This will affect the whole range of agreements, from our extradition treaty to our export controls on dual-use technologies and more, with a few exceptions,” he said.

Trump also said he would restrict the entry of certain graduate students from China – the largest source of foreigners in American universities – but did not immediately give figures.

“For years, the Chinese government has carried out spy operations to steal our trade secrets, of which there are many,” said Trump.

“Today, I will issue a proclamation to better secure vital university research in our country and to suspend the entry of certain foreign nationals from China whom we have identified as potential security risks.”
