Bihar voters who test positive for COVID-19 will be allowed to vote by mail-in ballot in the National Assembly polls scheduled for later this year.
The legislative department of the Union’s Ministry of Law has changed the rules of conduct for elections to allow people suffering from COVID-19 to use the postal ballot, a senior ministry official said on Tuesday.
The Election Commission had recently contacted the ministry to allow COVID-19 voters to use the postal ballot to exercise their right to vote.
“It was an appropriate case and we agreed to change the rules … Recently, we allowed people over 80 and people with disabilities to use the postal ballot. In the same list, we included COVID positive or showing symptoms. “Said the official.
As of now, persons with disabilities and persons over the age of 80 must complete Form 12D to benefit from the local returning officer ‘s postal voting system.
After the coronavirus epidemic in India, Bihar will be the first state to have assembly surveys.
The EC had approached the government to change the rule because the pandemic could continue until the end of the year.
The Legislative Department is the central organ of the Election Commission.
The electoral rules are modified after the Minister of Law approves the modifications.
Bihar has almost 7.20 crores of voters and the mandate of the 243 members ends on November 29 this year.
The new assembly must be formed before November 29.
