Ahmedabad:
The Gujarat High Court said on Tuesday that there was a lack of “proper teamwork and coordination” at the Ahmedabad civilian hospital, where around 400 COVID-19 patients have died so far.
A division panel of judges JB Pardiwala and IJ Vora said that “it is the responsibility of the Minister of Health to closely monitor the administration and operation of the hospital”.
Tuesday’s sighting came after the court said on Saturday that the condition of the Ahmedabad civilian hospital was “pathetic, distressing and painful” and “as good as a cell.”
The court softened its stance after the government filed an urgent request on Monday, seeking clarification on certain observations made in Saturday’s order.
The scenario since the letters relating to the first week of May 2020 has “totally changed,” the government said in its request, referring to anonymous letters cited by the court.
The two judges said they would make a surprise visit to the hospital to “put an end to all controversies concerning the functioning of the civilian hospital in Ahmedabad”.
“The state government boasts that the Ahmedabad civilian hospital is the largest hospital in Asia, but should now strive to do the same as one of the best hospitals in Asia” said the High Court.
“We reaffirm once again that what is lacking is proper teamwork and coordination. If there is appropriate teamwork with good coordination, then we are sure that the conditions are right. ‘will definitely improve at the civilian hospital, “he said.
“It is the responsibility of the Minister of Health to closely monitor the administration and operation of the civilian hospital. We have been assured that the state government will do its best to further improve the conditions of the hospital civil, “said the court. .
The Gujarat government had stated in its application that the court’s previous observations, “based on an anonymous letter and the report of a person claiming to be a doctor and a resident doctor, in addition to seriously demoralizing the COVID19 task force, have given rise to a great deal of fear and anxiety among patients, who refuse to be admitted to the civilian hospital. “
The court declared that the anonymous letter from the resident doctor “contains very important elements” and appointed an independent committee to examine its various aspects.
The anonymous letter highlighted “mismanagement” and “irregularities”, saying it could turn doctors like him into “super diffusers” of coronavirus and endanger the lives of non-COVID patients.
The government said in the request that chief vice minister Nitin Patel, who also holds the health portfolio, visited the hospital five times, and senior secretary Jayanti Ravi visited 20 times in two months after the start of the coronavirus pandemic.
The court asked whether the minister and the senior health officer had visited the hospital.
Regarding the increase in the number of hospital deaths, the government has declared that the total number of hospital deaths between March and May 2020 due to COVID-19 and other diseases was 1,757, less than 2,408 during the same period in 2019.
The increase in the number of COVID-19 cases in Gujarat has been “substantially slow” and the number of deaths has also been low compared to countries like Italy and France, which have similar population sizes and Well superior medical facilities, the government said in the app.
In its Tuesday order, the court observed: “We are pleased to note some positive steps taken by the state government … However, we would like to further explore the documents registered by the state government in with regard to the conditions prevailing at the civilian hospital. “
“It is too early for this Court to issue a final certificate to the state government regarding the civilian hospital in Ahmedabad. There are many problems that the state government needs to take a close look at and try to solve as soon as possible in the biggest problems. the interest of the people of Gujarat, especially the city of Ahmedabad, “he added.
