Haryana begins process to remove Punjab’s name from its laws

Almost 55 years after being established as a separate state, Haryana initiated the process to omit the word Punjab from its laws.

The state government formed a committee to remove Punjab from nearly 237 laws on the initiative of the President of the State Assembly, Gian Chand Gupta.

Most of the deeds are tax and police related and contain the word Punjab, officials said.

Haryana was carved out as a separate undivided Punjab state on November 1, 1966 under the Punjab Reorganization Act.

Haryana had adopted various acts which were already in force in the Undivided Punjab to direct his administration. It was then resolved that the new state would be governed by the laws applicable to Punjab and that it could make the necessary changes according to its requirements after two years.

While the majority of laws have been changed over the years, the president of the state assembly last month raised the proposal to omit the Punjab from other laws.

“Haryana is preparing to remove the name of the state of Punjab from its laws. The state government has formed a committee in this regard following the initiatives of the president of Vidhan Sabha, Gian Chand Gupta,” said a statement from state government.

The committee formed under the chairmanship of the Legal Memorial and the Administrative Secretary of the Department of Law and Justice will review and consider the change in the subheadings of the acts, he said.

The state government has notified the secretariat of Haryana Vidhan Sabha of the constitution of the committee which will submit its report to the chief secretary of Haryana, Vijai Vardhan, within one month.

According to the order issued by Vardhan, the members of this committee will include the Special Duty Officer (OSD), the Department of Law and Justice, the Deputy Secretary of the Department of Political and Parliamentary Affairs and the OSD (Rules) of the general administration department.

“Haryana inherited the laws that were in the name of the Punjab and the governance of Haryana has been based on these laws for over 54 years. Residents of the state demanded to change the laws and add Haryana’s name, ”the statement said.

Mr. Gupta had held a meeting with officials from the State Government and the Vidhan Sabha Secretariat at the State Assembly Secretariat on September 24, in this regard.

The President had instructed the Chief Secretary to formulate a plan to omit the Punjab from all state laws and the decision to constitute the committee was also taken at the meeting.
