The National Human Rights Commission (NHRC) has sent an opinion to the Delhi Police Commissioner in connection with the alleged suicide of a 40-year-old rapist accused while in detention, according to an official statement.

The man was legally detained by police and his “right to life has been violated and the state cannot escape its responsibility,” the NHRC said, adding that “this is a case of human rights violation. ‘man”.

“The commission has learned suo motu of the alleged suicide of a 40-year-old rape accused in police custody and orders the publication of a notice to the Delhi Police Commissioner calling for a detailed report on the matter within two weeks” , said the Commission. in the statement.

The NHRC noted that the “death in custody” case was not reported by authorities within 24 hours of its occurrence, and authorities should explain the reasons, he said.

All reports, including the investigation and autopsy reports accompanying the video CDs and the medical report, of the accused before being housed in the dungeon must be forwarded to the Commission, the statement said.

The human rights committee had also requested details of the individuals who had been placed in the dungeon at Swarup Nagar Police Station and Samaypur Badli Police Station for any reason, during the period when the ‘man had been imprisoned.

“The masterly investigation in this matter is expected to be completed without further delay,” the statement added.

The man was on parole after being convicted in a robbery and murder case, media reports.

The 40-year-old allegedly raped a 14-year-old girl in a town on the outskirts of Delhi on September 19 and died of suicide hours after being arrested, the NHRC statement said, citing information in the media.

The man was arrested on allegations of rape under the POCSO law and has been kept in police custody. His nephew reportedly said that when he arrived at Swarup Nagar Police Station he saw a group of police beat his uncle, the statement said.

“Police personnel apparently breached their legal duty in two stages: First, when a person with a criminal history was on parole, the local police station was expected to monitor their activities by beating the gendarmes and Second, when such a person was detained in the police cell, it was normal to be more vigilant to monitor him during his stay inside, ”the statement said.
